Background:
Minnesota is known for its populism, and citizens are very politically active. For example, more than 75 percent of eligible Minnesotans voted in the 2004 U.S. presidential election.

It's good that citizens are active because conservative representation in the state has been losing ground in the past few years. In November, the Republicans lost control of the House of Representatives, lost seats in the Senate, and barely held on to the governor's mansion. However, even though Republican Governor Tim Pawlenty remained in office, he violated the Taxpayer Protection Pledge he signed, which stated he would oppose any and all efforts to increase taxes.
